What is the best way to bend silver patterned wire? I want to make bails from the 5 mm wire, but it is very hard to bend. Is there a special tool that I need?

Most of my students and I use either wide flat-nose pliers to make an angle bend or 3-step round pliers with a flat, not concave, back to make curved bends as they have more of a surface area to grasp the wire firmly and more power to help with which ever shaped bend we desire.
